Program Description: Community Outreach
The Community Outreach(CO) Program serves many purposes in maintaining contacts with both individual community members as well as the diverse array of Community-Based Organizations (CBOs) in the Greater Cairo area to improve refugee services in Egypt overall. The Outreach team is the main and central body for any new contact or visit, with staff members fully knowledgeable of the services provided by StARS in order to represent the organization as a whole. Community Outreach also improves coordination between StARS programs, especially when striking relationships with the same organization. Community Outreach collects vital data on each CBO in the community and assesses the CBOs’ needs and through coordination with other StARS’ programs, or through collaboration with other service providers, decides what actions should be taken to meet the CBOs needs.
Community Outreach Program at Saint Andrew’s Refugee Services and the CBOs’ Development Project
StARS’ Community Outreach (CO) works closely with Community Based Organizations (CBOs) from all major refugee communities to enhance their self-reliance and develop their capacity to deliver direct services to vulnerable members of their communities. With the support of the new CBO’s Developing Project, CO will implement a new, innovative, and unique project, which has the potential to change the landscape in a positive way for the majority of refugees and vulnerable migrants not just in Cairo, but potentially in the urban refugee setting in other areas in the world.
Over the course of three years, CO will work intensively with 20 CBOs in Greater Cairo, five in year one, 12 in year two, and 20 in year three to build strong structures, enhance the long-term sustainability of the organizations, and improve management and the skills of individuals serving the displaced population. StARS will train up to three trainees per CBO who will provide the necessary education, legal, psychosocial (PS), and management trainings and services that meet the CBO leaders and community members identified needs. StARS will also hire a teachers’ trainer who will be working closely with the StARS Education Program to professionalize educational activities of the organizations. Leaders and staff from CBOs will also receive regular training in advocacy and policy, giving them an understanding of how to address different subjects with donors, INGOs and other major policy-makers, such as UNHCR. Additionally, a strong network of CBOs serving different nationalities will be established through regular online interactions and in-person meetings between CBO leaders and StARS throughout the project period with the hope that this network will be part of a broader regional network.
Role: Community Outreach Program Officer**
Under the supervision of the Outreach Director, the Community Outreach Program Officer (COPO) is responsible for:
Reporting/Programmatic duties
· Coordinate reporting and compile contributions from CO coordinators and managers and follow-up as needed
· Edit full reports and work with CO Deputy Director and Director and the Monitoring and Evaluation(M&E) Officers as needed to ensure reports are complete and accurate
· In cooperation with Monitoring and Evaluation Officers, design monitoring and evaluation materials for the program activities (pre- and post-assessments, surveys, focus group discussions, site observations, informal interviews, etc.)
· Help develop and support strategies to collect data across projects
· Review the Outreach program database regularly and make sure they are collected, entered, saved correctly.
· Develop tools for coordinators to assist in reporting
· Provide feedback, training, and other support for reporting across program
· Support assessing project performance to identify success factors and incorporates best practices into project work
· To contribute input on Outreach activities to grant proposals.
· To do research and draft documents necessary for grant proposals according to Outreach Director’s request.
· Assist in planning and provide logistical support for CO events
· Promote information sharing within the CO program and StARS
· Other duties as assigned
Supervision/Administration
· Supervise, guide and evaluate the performance of Community Outreach Monitoring and Evaluation(M&E) officer
· Ensure M&E data is collected and saved precisely and considered for reporting appropriately
· Monitor the working hours, timesheets, and leaves of M&E Officer
· Maintain accurate records on all documentation needed for the success of assigned duties
· Participate and cooperate in general office tasks and other duties as necessary
· Attend internal and external outreach meetings as appropriate
· Undergo probation and regular performance appraisals
· Maintain accurate records with respect to expenses as per StARS financial rules.
· Other duties as assigned.
Essential Requirements
· Fluency in written and spoken English. Excellent written English is essential.
· Diploma/Undergraduate degree in an appropriate discipline.
· Ability to communicate effectively and respectfully with their supervisor, other staff members, community leaders and members, as well as external partners.
· Belief in and commitment to non-discrimination on the basis of gender, race, disability, and religious belief.
· Proactive, punctual, reliable, and responsible, well-organized and detail-oriented.
Preferred Requirements
· Experience of working in program support or management for a not-for-profit organization
· Experience or working with or for refugees
· Knowledge of the refugee context in Egypt
· Knowledge of StARS’ s programs
· Motivation to create internal and external networks of communication
· Ability to prioritize workload and multi-task.
Working Hours: The Community Outreach Programs Officer is expected to be at work for 40 hours per week, between the hours of 9:00am and 5:00pm, from Sunday to Thursday. Longer hours, evening and weekend work are sometimes necessary. Work will be conducted both in StARS premises and also in refugee communities and centers.
Salary: 7,850 EGP/ month, rising to 8,350 EGP/ month following successful completion of three-month probationary period, with 4,020 EGP/ year medical allowance and 100 EGP/month saving scheme contribution upon completion of probationary period.
