Founded in 1979, St Andrew’s Refugee Services (StARS) is a refugee service provider in central Cairo that works to enhance the quality of life for refugees and vulnerable migrants through four programs: adult and children’s education, legal, and psychosocial services. We provide high-quality services meeting the unaddressed needs of refugees, and we provide a safe and inclusive space for displaced people to come together as a community. We work for refugees, with refugees, to make rights recognition a reality.
StARS’ Mission: StARS’ Mission is to enhance the quality of life of refugees in Egypt and make their rights a reality through client-centered programs.
StARS’ Vision: StARS’ Vision is a safe, inclusive and supportive environment for refugees in which they can exercise their rights, pursue their aspirations, and live in dignity.
We serve people from many places, including Ethiopia, Iraq, Sudan, South Sudan, Somalia, Eritrea, and Syria.

Project Description: Refugee Legal Aid Program
The Refugee Legal Aid Program (RLAP) of St. Andrew's Refugee Services provides information, counseling, referral, representation, and advocacy for asylum-seekers and refugees in Egypt through the Refugee Status Determination (RSD) and resettlement processes.
Each year, RLAP offers several unpaid legal internships for qualified candidates who can join us for at least six months. Volunteer terms begin in January and July. The next cohort of Volunteer Legal Advisors (VLAs) will begin mid-July 2016 and commit to RLAP through January 2017.
VLAs work under the supervision of RLAP's legal staff. They conduct intake and follow-up interviews with clients, apply refugee law and policy to clients' cases, and prepare written submissions for UNHCR, IOM, and other national immigration authorities as appropriate.
VLAs receive training, instruction, and guidance from RLAP staff. Working independently and taking initiative are necessary skills for VLAs. Qualified volunteers will:
- Attend a one-week training session at the beginning of their internships
- Work at least 25 but ideally 40 hours per week and for a minimum of six months (applicants who can commit to work full-time will be prioritized)
- Have an interest in international law and refugee issues
- Be flexible and sympathetic to cultural expectations
- Have strong research skills
